Leni back from US, going to Bicol

Amid criticisms for being abroad while Typhoon Nina battered her home region, Vice President Leni Robredo is set to visit affected areas in the Bicol region today.

Robredo, who hails from Naga City, was scheduled to arrive in Manila yesterday after spending the holidays in the United States with her daughters.  

Netizens criticized Robredo for her absence during the typhoon that left three persons dead and 21 missing. 

Robredo flew to the US before Christmas Day for a family reunion. The trip was planned more than a year ago, her spokesperson Georgina Hernandez said.

Hernandez said Robredo coordinated relief efforts and directed her staff to work with regional officials and agencies in setting up relief centers even though she was abroad.  

The National Disaster Risk Reduction and Management Council said at least 424,223 families or 1,893,404 persons were affected by the typhoon in 1,698 barangays in Calabarzon (Cavite, Laguna, Batangas, Rizal,Quezon), Mimaropa (Mindoro, Masbate, Romblon, Marinduque), Bicol and Eastern Visayas. Damage to infrastructure and agriculture was placed at P4.96 billion.

P32.1-M aid from Australia

Meanwhile, the Australian government is providing AU$900,000 or P32.1 million in humanitarian assistance to families affected by Nina, said Julie Bishop, Australia’s Minister of Foreign Affairs.

In a statement, Bishop said the assistance, which would be coursed to the Philippine Red Cross, would support at least 35,000 people with the provision of emergency items such as sleeping mats, blankets, mosquito nets, tarpaulins and hygiene kits.

Bishop said the Australian government would respond to additional requests for assistance.

China to provide assistance

Meanwhile, Chinese President Xi Jinping said China is ready to provide emergency assistance to typhoon victims.

In a message to President Duterte, Xi extended condolences over the casualties and damage caused by Nina.

Xi said China and the Philippines are friendly neighbors, and  the Chinese government and people are ”deeply worried about the Filipino people who have been hit and become homeless in the disaster.”

He expressed belief that Filipinos would overcome the disaster and rebuild their homes.

Rody allows Jack Lam to return, on 3 conditions

President Duterte is allowing Chinese casino mogul Jack Lam to return and continue his businesses in the country after earlier ordering his arrest and closure of his illegal casino operations in Clark Field, Pampanga.

“Jack Lam has been allowed by President Rodrigo Duterte to come back provided that he meets at least three conditions,” Justice Secretary Vitaliano Aguirre II said yesterday.

He said the President specifically requires Lam to first settle the tax deficiencies of his online casino business at the Fontana Leisure Parks and Casino.

“He should also apply for a license with Pagcor (Philippine Amusement and Gaming Corp.) to legalize his operations and make sure he pays the correct taxes from here on,” Aguirre explained.

Lastly, Aguirre said Duterte wants Lam to issue an undertaking or a promise not to corrupt officials  following a reported bribery attempt by his camp on Bureau of Immigration officials supposedly for the release of 1,316 illegal Chinese workers arrested in Fontana last November. The BI officials are under investigation for the alleged P50-million bribe try.

The decision of President Duterte to allow Lam’s return came after he also recently allowed several businesses inside Lam’s Fontana to reopen, particularly the locators of Clark Development Corp. where over 2,000 local workers have been affected following an earlier closure order from the Palace.

But Aguirre earlier clarified the lifting of the cease and desist order did not apply to Lam’s gambling businesses.

Of the 1,316 arrested Chinese nationals, 592 were granted bail by the BI board of commissioners. Only 43 of them have been charged before the Department of Justice (DOJ) for violation of Presidential Decree 1602 (Illegal Gambling) and Republic Act 10175 (Cybercrime Prevention Act of 2012).

Former BI deputy commissioners Al Argosino and Michael Robles earlier surrendered P30 million of the P50 million they admitted receiving from Lam’s camp before the President ordered them dismissed upon Aguirre’s recommendations.

Aguirre also dismissed BI intelligence chief Charles Calima Jr., who received P18 million, along with technical assistant for intelligence Edward Chan.

Calima surrendered the amount to the Criminal Investigation and Detection Group (CIDG) and filed plunder charges against Argosino and Robles before the Office of the Ombudsman.

Former police chief superintendent Wally Sombero, who supposedly served as Lam’s middleman, also filed a similar complaint against the two dismissed BI deputy commissioners before the ombudsman and surrendered the P2 million he reportedly kept as commission.

Argosino and Robles in turn filed criminal charges of corruption of public officials and violation of anti-wiretapping law before the Parañaque prosecutor’s office against Calima, Sombero and Lam.

Aguirre recently asked the CIDG to turn over to his office the amount surrendered by Calima, but the CIDG did not immediately heed his request.

“The amount has not been turned over yet. The CIDG is still asking direction on what to do with the P18 million from the  ombudsman’s office. They just wanted to respect the ombudsman because that is where the cases were filed by Sombero and Calima,” he explained.

As for the P2 million surrendered by Sombero, Aguirre said he has no plans of asking the ombudsman to turn it over to the DOJ.

When confronted for keeping the bribe money, the former BI officials explained they were conducting intelligence operations to catch corrupt officials in the agency who aided Lam and that the cash would be used as evidence. By : Edu Punay of Philippine Star

LOS ANGELES (Reuters) – Convicted mass murderer Charles Manson was taken from a California prison, where he is serving a life term, to a hospital for an undisclosed medical issue on Tuesday, news media reported.

Manson, 82, was seriously ill, a source told the Los Angeles Times, but could not provide further information. TMZ reported that Manson was transported to a hospital in Bakersfield, California, about an hour from California State Prison in Corcoran, where he was being held.

A California Department of Corrections and Rehabilitation spokesman declined to comment to Reuters, citing inmate medical privacy issues.

In the 1960s, Manson, a charismatic ex-convict, assembled a group of runaways and outcasts known as the “Manson Family.” In the summer of 1969, he directed his mostly young, female followers to murder seven people in what prosecutors said was part of a plan to incite a race war.

Members of the cult stabbed heavily pregnant Hollywood actress Sharon Tate 16 times in the early-morning hours of Aug. 9, 1969. Manson’s followers stabbed or shot to death four other people at Tate’s home.

The following night, Manson’s group entered the nearby home of grocery store chain owner Leno LaBianca and his wife, Rosemary, stabbed the couple to death and used their blood to write “Rise,” “Death to Pigs,” and “Healter Skelter,” a misplaced reference to the Beatles song “Helter Skelter,” on the walls and refrigerator door.

Manson was originally sentenced to death but was spared execution and his sentence converted to life in prison after the California Supreme Court declared the death penalty unconstitutional in that state.

Haiti certifies presidential win for businessman candidate

PORT-AU-PRINCE, Haiti (AP) — A businessman from northern Haiti who has never held political office was certified as the official winner of the November presidential election Tuesday following a ruling by an electoral tribunal that found no evidence of large-scale voter fraud.

The Provisional Electoral Council published final results showing that Jovenel Moise easily won a first-round victory with more than 55 percent of the votes, the same as the preliminary results that were announced in late November. His nearest challenger, Jude Celestin, had nearly 20 percent.

Release of the results came hours after a special electoral tribunal announced that it had found some irregularities in the Nov. 20 election but not enough to affect the outcome based on an analysis of 12 percent of the ballots.

Moise, a 48-year-old from northern Haiti who was chosen by former President Michel Martelly to run as the candidate of his Tet Kale party, defeated 26 rivals in the first round and avoided a runoff.

Several rivals challenged the results, but the electoral judges said they found “there was no massive fraud,” according to the council.

Supporters of Maryse Narcisse, one of the leading presidential candidates representing the Fanmi Lavalas party, burned tires and marched in protest of the electoral tribunal decision while supporters of Moise posted posters and photos of the candidate throughout the capital and called for him to be installed as president. There were no reports of significant unrest.

Authorities annulled an initial October 2015 election that Moise also won after a special commission found significant fraud. The country has been led by an interim president since February 2016. Source : Associated Press

SAN JUAN, Puerto Rico (AP) — A woman is for the first time serving as Puerto Rico’s representative in U.S. Congress.

Jenniffer Gonzalez, who was sworn in on Tuesday, has said she plans to submit a statehood bill shortly afterward.

She says she also plans to submit measures to give Puerto Rico obtain the same Medicaid and Medicare benefits as U.S. states.

The measures are aimed in part at alleviating the U.S. territory’s decade-long economic slump that has prompted more than 200,000 people to leave for the U.S. mainland.

Gonzalez is allowed to serve on U.S. House committees but has limited voting powers as Puerto Rico’s resident commissioner. She is a Republican and once served as speaker of Puerto Rico’s House of Representatives. Source : Associated Press

When we are young we just know what it means of mid dawn mass or the misa de gallo, which was conducted during the nine(9) days before christmas. Some also term this as misa de gallo, because it was conducted on easy days and it starts to come on the morning of December 16. In the Philippines it has become a tradition for centuries that continues to the present day. One of the beliefs in this ceremony, when the misa de gallo or mid dawn mass will be completed within in nine (9) dawn your request and wishes will be fulfilled. And this belief began in the era of Spanish, another feature of this ceremony that the whole family was one – together, that also friends, classmates and those for sweethearts. Though perhaps before Christmas has many wonderful and miraculous event occurs.

You see this event as the lanterns in the church shimmering, light candles and attracts the leading priests to begin the Holy Mass. Here you can also hear the singer – song voice seeming angel feathers each voice, almost the festival was conducted on thousands of churches across the archipelago. So it’s one source of the spirit of Christmas. And it continues to be celebrated while – love of God is always buried in the heart of every person, that while we have the strength and vitality Christmas will enrich our lives. The mid dawn mass is a way to give light to contemplate. The mid dawn mass is a vow, vow because you have wake in the morning, and also carries with it the struggle against drowsiness that raise difficult. This test can be called a trial, at the time of the service takes an hour.

After Mass and release of many in the church, people also sells cake rice, one of the most – everyone is special “Puto Bumbong” which is the favorite of Filipinos. It is made of glutinous rice ground, rolled in coconut rubbed with sugar. Such foods is the mark of the celebration of Christmas here in our country, if we examine the world’s only country of the Philippines has the longest celebration of Christmas and abroad is almost month only in December it held. Among the examples of the Christmas show especially in television and film are familiar snowman, mistletoe, santa claus, reindeer and others. But here in the Philippines is the most of all that you see and one of the signs that the christmas is, it is the lanterns that made by diversified styles, you’ll find Christmas trees in different sights and other places. so let us not forget that the preparation for the mid dawn mass every holiday season is an ancient tradition that – the root to our ancestors, a tradition at the end of the year. As demonstrated by this festival any kind of our personality, we are humble in our neighbor because of the power of love – love and tolerance. And as the highest form of creation in the world, we set the preservation of all things in this world. The accompanied mid dawn mass for all of us is to express the true spirit of Christmas, that every heart will have peace and the gratitude that we have reached the end of the year to be successful successful and lively.

Starting today people are too busy, because of the upcoming important days in the life of every Christian is nothing but the christmas celebration. The rest is mostly restless longing for the said celebration. What you seen in the picture you can see the spirit of peace and prosperity, we have to thank the end of the whole year, in  gratitude for the blessings bestowed upon us. I wonder if there’s any lucky planet in the universe is none other than our planet. Just because we have this festival so right – the right song joy to the world, because we just do Christmas. Which according to the experts the green symbol is a sign that there is life or – hope. In addition to the color green symbolizes also the strength and power and many meanings this color is beyond our minds. So some of this terms that the green revolution, the green lantern, the green forest, the green lagoon, the green mountains and much more, are just a few signs that the color green has a certain strength. But when it comes to health, the color green is a good sign. Because the green leafy vegetables are good for our health. Besides great because it is nutritious, it has with other vitamins and some minerals. The color green is also a symbol of a prosperous life with also a positive element in our body and mind. When it comes to the green landscape is also what makes our lantern and gardens beautiful. It is also one of the colors that brings charm and why the celebration of Christmas is powerful. It will not be pleasant – without the pleasant green color especially on the day of Christmas.

Look out your surroundings, home and other sights and feel the power of christams, because it has the charms, soothes and heals emotional mood. The creation of this world is made up of diverse creatures, trees and plants along with live in them. That every creature has his kind and category, and that has been created with the familiar and popular and there were not met and discovered. And some of these are the plants that until now have not been found or recognized by their nature and importance. But if we think why there are things – things quickly discover and identify, while there are things that we did not notice because of the lack of idea what they are. That if there was an effective way of things, maybe it’s the studies and research to identify these things from their origin to their category.

In the picture we can see a plant that could be a wild plant, but when we look at it provides the glamor and color to our environment. The said one thing here about most people is not known, what kind of plants and what the source. But on the other hand it is more fun when you look at such plants can give them joy and enthusiasm in the hearts and minds and it gives a clear sight because of its green color. Our time is filled – filled with what self – learning, observation and verification, but until now there are still many questions come to the multitude. Like the plant in the picture is also desired to know its type, it was just because he was not able to say what he could do to help humanity. Because plants are mainly herbal medicine in the first ever time.

How many more questions can come before discovering the importance of such plant? That if we read some verses of the bible, the plant has plenty of evidence that it does heal diseases. And it has plenty of proof, but even if it were proven, there are still opposed they do in the human body. But the mysterious plants we see in the picture is the chief – still full of questions what kind of plant it and what its category. I hope this plant have also given the opportunity to speak to such a plant, and so it will be recognized and what they can share with our lives and that every time around them will not regretting and it is to be further preserved properly. I ponder – reflect this mysterious plant was created for the people, what they lack in ability, but they speak through their forms, classifications and emerging areas where they grow and that they may perceive and see. But being mysterious they remained only in questions and in our eyes, but in fact they were serving paradise in a sad place. They serve as color around so that it might have life. They are caused by positive energy to people and all creatures.

Syria rebels to leave Aleppo under evacuation deal

Civilians and rebel fighters were Wednesday to start evacuating from Syria’s Aleppo “within hours” under a deal that would end years of opposition resistance in the city.

Rebel officials, Russia and Turkey on Tuesday confirmed the agreement which, if implemented, would mark a major victory for President Bashar al-Assad over opposition forces who rose up against him in 2011.

Russia’s UN envoy Vitaly Churkin said the Syrian military had stopped its operations in Aleppo under the agreement, adding: “The fighting around eastern Aleppo is over.”

Green government buses gathered at the edges of the divided Salaheddin district late on Tuesday, with some entering briefly but returning empty and parking on the outskirts again, an AFP correspondent said.

The Syrian Observatory for Human Rights monitor said the evacuations were now expected to begin around 0300 GMT.

The agreement came amid mounting global outrage over reports of atrocities, including dozens of summary executions, as forces loyal to Assad closed in on the last pocket of rebel territory in Aleppo.

Officials from several rebel groups told AFP there was a deal to allow civilians and fighters to leave Aleppo for opposition-held territory to the west of the city.

“An agreement has been reached,” said Yasser al-Youssef from the political office of the key Nureddin al-Zinki rebel group, adding it had been “sponsored” by Russia and Turkey.

“The first stage will be the evacuation of civilians and wounded, within hours, and afterwards fighters will leave with their light weapons.”

As the UN Security Council met in emergency session to discuss Aleppo, Churkin said: “There is indeed an arrangement achieved on the ground that the fighters are going to leave the city.”

– US calls for observers –

Turkey said that under the agreement civilians would first evacuate, followed by a withdrawal of rebel groups.

Washington said it had not been consulted but would welcome any arrangement that brought safety to the people of Aleppo.

“It matters a lot less to us who or how a ceasefire is arranged or reached, and much more that one is arranged and reached,” State Department spokesman John Kirby said.

“Even if it is the end of the siege in Aleppo, it is not the end of the war in Syria. It will go on.

“The opposition will continue to fight, extremists will be continue to be drawn to the vacuum that continues to exist in so many places in Syria, and people — innocent people, many of them children — will be flung into refuge,” he said.

US ambassador Samantha Power told the Security Council Washington wanted international observers in Aleppo to oversee the evacuation.

She raised concern for “people who wish to leave but who, justifiably, fear that if they try they will be shot in the street or carted off to one of Assad’s gulags.”

An AFP correspondent in west Aleppo said there had been no sounds of fighting or bombardment since around 3:00 pm (1300 GMT) Tuesday and the Observatory also said it was quiet.

The United Nations and aid agencies had been pleading for an agreement to allow for the evacuation of thousands of civilians trapped in rebel territory.

After weeks of heavy fighting, forces loyal to Assad were on the verge of taking all of the city, dealing the biggest blow to Syria’s rebellion in more than five years of civil war.

– Scenes of carnage –

The United Nations said it had received credible reports of at least 82 civilians, including 11 women and 13 children, being executed by pro-government forces in Aleppo in recent days.

In Geneva, UN rights office spokesman Rupert Colville said pro-government fighters had in some cases entered homes and killed those inside, and in others “caught and killed on the spot” fleeing civilians.

The UN was “filled with the deepest foreboding for those who remain in this last hellish corner of opposition-held eastern Aleppo,” he said.

Witnesses in Aleppo described scenes of carnage in rebel areas, with bodies lying amid the rubble of city streets, as desperate residents sat on pavements with nowhere to shelter.

Syria’s army has taken more than 90 percent of the territory once held by rebels in east Aleppo, after launching an all-out offensive last month to seize control of the entire city.

Aleppo, a cultural and economic hub in northern Syria second only to Damascus in importance, had been split between a rebel-controlled east and government-held west since 2012.

– ‘Last chance’ –

It was unclear how many civilians remained in rebel territory, after an estimated 130,000 fled to other parts of Aleppo during the government advance.

Jan Egeland, head of the UN-backed humanitarian taskforce for Syria, told AFP that thousands of civilians were in need of evacuation and safe passage, including hundreds of wounded.

“We need a pause in the fighting but we also need to get the people inside to help organise an evacuation,” he said.

The International Committee of the Red Cross said there was only a “last chance to save lives” in Aleppo.

The government assault has been backed by heavy artillery fire and air strikes, with at least 463 civilians, including 62 children, killed in east Aleppo since mid-November, according to the Observatory.

Another 130 people including 40 children have been killed in western districts by rebel rocket fire, the monitoring group says.
